Ég vil byrja á að þakka fyrir tækifærið til að ræða öryggismál á mínu heimasvæði frá ýmsum hliðum.

Ég er alin upp við að hafa bandaríska herinn í bakgarðinum. Foreldrar mínir áttu vini á vellinum og kynntust einnig hermönnum og fjölskyldum þeirra sem voru á Lóranstöðinni á Gufuskálum á Snæfellsnesi þar sem við bjuggum í sex ár, eða þegar ég var tveggja til átta ára.  

Unglingar fengu sumarvinnu hjá hernum og kynntust annarri menningu innan girðingarinnar en var utan hennar.

Áhugi og færni Suðurnesjamanna á popptónlist og körfubolta var sögð vera meiri á svæðinu einmitt vegna áhrifa frá hernum en sú söguskoðun er þó mikil einföldun því ýmislegt annað lagðist með þeirri þróun svo sem tónlistarkennsla sem var aðgengileg fyrir öll börn frá byrjun 6. áratugar og rík tónlistarmenning á svæðinu.

Mjög margir Suðurnesjamenn unnu til lengri eða skemmri tíma hjá hernum eða við að þjónusta hermenn og starfsemina. Herinn borgaði vel og starfsmenn nutu fríðinda, sumir segja bæði löglega og ólöglega með aðgengi að varningi sem var ódýrari en utan girðingar og þar var ýmislegt til sem ekki fékkst annars staðar á landinu, til dæmis bjór svo eitthvað sé nefnt sem þótti eftirsóknarvert.

Sá stóri atvinnuveitandi sem herinn var fram til ársins 2006 hafði mikil samfélagsleg áhrif. Íslensk stjórnvöld veittu ekki aðstoð við aðra atvinnuuppbyggingu á svæðinu. Viðkvæðið var – þið hafið herinn.

Jafnvel þó að efnahagur heimila hafi verið ágætur því kaupið var gott þá varð vera hersins til þess að færri Suðurnesjamenn sóttu sér menntun. Fólkið valdi að byrja að vinna fyrir góðu kaupi hjá hernum þar sem menntunar var ekki krafist. Afleiðingin varð sú að menntunarstig Suðurnesjamanna reyndist lægra en í öðrum landshlutum. Og þegar herinn fór stóð hópurinn veikast fyrir sem hafði unnið lengi hjá hernum eða við verk sem honum tengdust.

Efnahagsleg áhrif á samfélögin á Suðurnesjum voru mikil þegar herinn fór. Skatttekjur lækkuðu, ekki aðeins vegna áhrifa á verktaka og viðgerðarfyrirtæki heldur einnig á hárgreiðslustofur, veitingahús og fjölda einkarekinna fyrirtækja. En herinn fór í blússandi góðæri og flestir fengu aðra vinnu fljótlega en margir misstu hana svo aftur við bankahrunið 2008.

Við sem sátum í sveitarstjórnum bæjanna á Suðurnesjum þegar herinn fór lögðumst yfir það hvernig aðlaðandi íbúaskilyrði yrðu löðuð fram á yfirgefinni herstöð sem einu sinni hafði verið fjölmennasti íbúakjarninn á svæðinu. Lásum okkur til um how to make bases great places. Með þessu vildum við hafa áhrif á  Kadeco þróunarfélagið sem stofnað var að hálfu ríkisins til að koma fasteignum sem herinn skildi eftir í verð og skipuleggja þróun svæðisins fyrir hönd ríkisins. Það var og hefur verið snúið fyrir Reykjanesbæ að gera yfirgefna herstöð að hverfi í bænum sem tengist honum almennilega.

Mengunin frá hernum var veruleg, bæði í kringum sorphauga og á skotæfingasvæðum og áhrifin á umhverfi og heilsu Suðurnesjamanna hefur ekki verið könnuð þó að grunur hafi verið um að menguð vatnsból hafi valdið alvarlegum sjúkdómum. Vísbendingar um óvenjutíða fæðingargalla s.s. að börn fæddust með eitt eða engin nýru eða önnur líffæri vansköpuð. Þetta hefur aldrei verið kannað almennilega og engin krafa því á herinn um skaðabætur.

Þegar mengunin var staðfest í gamla vatnsbólinu féllst herinn á að aðstoða við að finna nýtt vatnsból og taka þátt í fjármögnun vatnslagna og umræðan um mengun þagnaði. Nýlega var samþykkt þingsályktun á Alþingi um að setja af stað rannsókn á nýgengni krabbameina sem er hærri á Suðurnesjum en í öðrum landshlutum. Hvort það tengist mengun frá hernum veit ég ekki.

Nú eru breyttir tímar og alvarleg pólitísk slit að verða á milli Rússlands og Evrópu, milli Rússlands og vesturlanda. Við slíkar aðstæður er mikilvægt fyrir smáríki líkt og Ísland að eiga skjól hjá öðrum löndum og samtökum þeirra. Vera okkar í NATO skiptir þar miklu og það að Svíþjóð og Finnland komi í NATO gefur Norðurlöndum aukið vægi sem tenging á milli Rússlands og vesturlanda. Samhent Norðurlönd eru einnig tenging við löndin á norðurslóðum og við Eystrasaltslöndin.

 Smáríki eins og Ísland þarf á efnahagslegu, félagslegu og hernaðarlegu skjóli að halda til að verja og styrkja sjálfstæði sitt. Þar skiptir þátttaka okkar í NATO máli og hún þyrfti að verða formlegri innan Evrópusambandsins. Þannig er samstarf Norðurlanda ekki valkostur við NATO eða ESB heldur verða Norðurlöndin sterkari saman innan þessara samtaka þjóða sem aðhyllast sömu lýðræðislegu gildi og við.

Norðurlöndin standa fyrir lýðræði, friði, jafnrétti og mannréttindi. Við búum yfir lýðræðislegri seiglu ef svo má segja. Eitthvað sem við teljum sjálfsagðan hlut en er það ekki líkt og dæmin sanna. Við verðum að standa vörð um öryggi okkar og líka opin og frjáls samfélög. Það getur verið snúið að gera hvoru tveggja.

Það er svo margt annað en stríðsátök sem geta ógnað samfélagsöryggi okkar. Loftlagsváin með ofsaveðrum, skógareldum og flóðum, heimsfaraldur og aðrar náttúruhamfarir en einnig stórslys af mannavöldum, glæpastarfsemi og netárásir. Allt þetta og meira til getur ógnað orkuöryggi og matvælaöryggi og samfélagsöryggi almennt.

Árásir geta verið í formi upplýsingaóreiðu og falsfrétta líkt og við urðum vör við frá Rússum í aðdraganda innrásarinnar í Úkraínu. Við þurfum að kunna að tækla slíkt í samstarfi á milli stjórnvalda og fjölmiðla. Netárásir er annað sem við stöndum berskjölduð fyrir ef við vinnum ekki náið með öðrum þjóðum gegn slíku. Bæði NATO og ESB eru með sameiginlegum stofnunum að vinna gegn þessum ógnum svo sem öndvegisstofnuninni í Helsinki. Þar höfum við Íslendingar nýverið gerst þátttakendur sem er mikilvægt.

Norðurlandaráð leggur mikla áherslu á samstarf um norðurslóðir. Öryggismál á Norðurslóðum hafa verið til umræðu en mest um björgun og almannavarnir. Áherslan hefur verið á lága spennu eins og það er orðað. En spennan er að magnast á Norðurslóðum. Þegar ísinn bráðnar og auðlindir verða aðgengilegar bæði á landi og sjó munu stórveldin vilja ná til sín gæðunum.

Grímulaust dæmi um þetta og það mest absurd, var þegar Trump setti fram hugmynd um kaupa Grænland.

Við þurfum pólitíska forystu og skýrt umboð til samstarfs innan NATO, ESB og Norðurlanda. Við þurfum að finna leiðir til að auka gagnkvæman skilning og ryðja hindrunum úr vegi.

Og síðast en ekki síst þurfum við að efla samstarf um frið, friðsælar lausnir og fyrirbyggjandi aðgerðir gegn átökum.

En aftur að NATOvellinum hér heima. Við erum herlaus þjóð sem hefur lagt til svæði fyrir herstöð. Þegar herinn fór var gerður öryggissamningur og samningur um loftrýmisgæslu. Öryggissvæði á vellinum er afmarkað og rætt er um að gera þurfi ráð fyrir færanlegri herstöð. Að mögulegt sé að búa til aðstöðu á stuttum tíma.

 Ég skil vel að krafa sé á okkur sem þjóð meðal þjóða að leggja eitthvað að mörkum innan NATO. En það verður alltaf að vera í samráði við samfélögin á Suðurnesjum og með vitund og vilja Alþingis. Og gera þarf skýra kröfu um umhverfismál og ábyrgð ef umhverfisslys verða.

Með þessu stutta erindi hef ég reynt að varpa ljósi á samfélagsleg áhrif sem vera hersins hafði hér á Suðurnesjum og einnig þegar hann fór. Hvað sem við þurfum að leggja af mörkum til að tryggja samfélagsöryggi sem allra best þurfum við ætíð að vera í góðri samvinnu við nágrannaþjóðir og leita sátta við nærsamfélagið um aðgerðir. Gleymum ekki að ógnin við samfélagsöryggi er ekki bara hernaðarleg og fyrir fleiru þurfum við skjól.

Nýleg eldsumbrot á Reykjanesskaganum sem ollu eldgosi við Fagradalsfjall og jarðhræringar, gefa skýrt til kynna að þessar gömlu eldstöðvar á Reykjanesskaganum séu að vakna. Þetta veldur mikilli óvissu fyrir alla íbúa á skaganum og engin veit hvað það getur þýtt fyrir búsetu hér, fyrir alþjóðaflugvöll og hernaðarmannvirki. Við þurfum að gera ráð fyrir eignartjóni á innviðum á Reykjanesskaganum, bæði af völdum ösku og hraunrennslis á næstu áratugum eða jafnvel öld. Hvað er hægt að taka til ráðs ef hamfarir eyðileggja orkuver, vatnsból og flutningskerfið? Um það þarf að gera áætlanir.

Við verðum að undirbúa okkur fyrir verstu mögulega sviðsmynd en vona það besta. Það er ekki hægt að stjórna þessum náttúruöflum. Öryggissvæði fyrir her í námunda við Keflavíkurflugvöll og stórskipahöfn í Helguvík með tiltækum innviðum er góð staðsetning en móðir náttúra gæti komið í veg fyrir hernaðaruppbyggingu á því svæði ef áform væru um það.

Ég vil ekki herinn aftur í bakgarðinn. Mér finnst tilhugsunin um að fá erlendan her aftur í bakgarðinn okkar ekki aðlaðandi. Ég vona að ekki þurfi að koma til þess.

Good afternoon everybody

I am grateful to get the opportunity to discuss matters of national security and would like to start from a personal perspective.

I´m born and raised on the Sudernes peninsula, with the American Navy practically in my backyard. My father worked for a while inside the American perimeter and also on the American Loranstation on Snæfellsnes, where we lived for six years in my early childhood, from two to eight years of age. We therefore, made quite a few friends among the American Military personel and their families.

Many people, young and old, worked on the Natobase. Teenagers from 16 years got summerjobs and got acquainted with a different culture, different language and different diets, pizza, hamburger and candy which was all new and interesting.

Some have said that the great provess and skill that the people of Sudurnes have been showing in music and sports, particularly basketball, can be directly linked to that cultural exchange. Which is a great simplification because many other factors are at play, a strong music culture was already at play, with a long history of choirs and musicschools .

A large percentage of the workforce worked for longer or shorter periods at the NATObase from early 1950 to 2006. The salary was usually much higher than could be attained in the traditional workplace and a safer work environment than that of fishfactories and fishingboats. And them any perks attracted too. Beer and tobacco and other goods that could be bought at low price, taxfree.

It was understandibly a big blow for the population in Sudurnes when the American NATObase closed in 2006 and their departure had great socialogical effect on the community. Icelandic authorities, the government, made no attempted at all, to soften the blow nor prepare for the imminent departure of all opprerations on the Nato base, with other opportunities for the workforce. Their answer had always been: You have the NATO base, you don´t need anything else.

The NATO base was good for the workforce and the families because it provided high income, that is undenyable. But because of that, it undesireable sideeffect in that it fewer young people saw the nescessity and the need to gain higher education, because they could get good jobs with little or no education at all. Therefore the Educational Level at Sudurnes became markedly lower than anywhere else in the land. And when the base closed this group had more diffilculty getting goo employment.

The financial effect on the communities were great when the Americans left. Tax- revenue was lower, unemployment was high, and it had wide effect on all those who worked directly for the NATOBase, contractores and mechanicsshops, but also in the wider sense, hairdressers, restaurants and an number of small private firms which lost their american customers.

We, who were on the boards of the local Municipalities at that time, put a lot of effort into finding solutions in how we could transform a great big, and vacant militarybase into an attractive option for people and businesses a new future. This had been the largest community in Sudurnes and was now empty, like a ghosttown. We had some help from abroad, in „How make bases, Great places“ and we tried to influence Kadeco developoment company formed by the Icelandic government with the purpose of turning the buildings and infrastructure into profit and design a future for the area. The Municipality of Reykjanes had to shoulder most of the responsibility of the effort and it has proved costly and difficult to make a vacant military base a real and important part of a growing town.

One of the problems we have had to deal with has been polution left behind by the Military. Expecially arround garbage dumps and fire-arms and exposives exercise areas in the lavafields in Sudurnes. This used to be common practise that no-one thought about. One could just  dump garbage almost anywhere, and spill oil and disinfectants without any thought of the environment.

The consequense has been polluted water supplies and polluted areas here and there with great suspicion of serius effects on peoples health. There are strong indications of unusually frequent birthdefects in children, as well as high percentage of certain cancers which have not been investigated nor any claims made for damages or reparations.

When the Keflavik watersupply, became contaminated and it was confirmed that the pollution came directly from carelessless of the American Military, the Americans aggreed to fund a new waterline from new wells in Reykjanes and the discussion about the pollution was put to sleep.

Only recently this matter resurfaced in Althingi, because the pollution and has never been investigated, in spite of suspiction of harmful effects on humans. An investigation has now begun to investigate why cancer is more common in Sudurnes than in other parts of the country. Weather this is linked to the pollution, no one knows for certain.

We are now entering a new era, a new and serious time, with an obvious political rift between Russia and Europe, between Russia and Western civilisation. Under these circumstances it is important for a small independent nation, such as Iceland, to seek shelter and support from other nations and organisations. Our beeing in NATO is vitally important and the fact that Sweden nand Finland have decided to apply for NATO membership gives the Nordic countries an increased level of importance and weight, as a link beween Russian and the west and also a better link to the countries in the Baltic region. The Nordic countries have now a better opportunity of becoming a unified front in matters of the Artic, which is increasingly important.

A small country like Iceland, needs shelter, not only in militarial matters, but also financially and socially in order to protect our independance. Therefore our membership in NATO is vital, and we need to further  and formally strengthen our links to the Europian Union. I personally, would like to seek a full membership in EU. The Nordic countries will make NATO stronger and vice versa and the same goes for the EU.

The Nordic countries stand for democracy,  a peaceful co-existance, equality and human rights. They are blessed with resiliance, so to speak,  when it comes to Democracy, we will never do anything to endanger it. And we realize that democracy is under threat in various countries, and should never be taken for granted. We have to stand firm and protect all open and democratic societies with all means available to us.

War is always an obvious and serious threat to national security as we all know. But there are other things that can threaten our sociaties. Climate change, with apocalypsical weather, storms and floods and forrest fires are a serious threat. Pandemics, volcanic eruptions and other natural dissasters but also man-made disasters, organized crime, cyber attacks, misinformation and attacks on free press and public media. All of this can be a threat to our societies, to our efforts in production of susstainable energy and our efforts to secure food supplies for an ever increasing population.

 

Attacks can be made by overflow of disinformation and fake news, like we have seen only recently from Russian Authorities in the prelude to the invasion of Ukraine. We have to tackle this threat in co-operation with our allies and the free media. We are also far to vulnerable to Cyber Attacks if we do not work together. Both NATO and the EU are currently working with their respective institututions against this threat for example the Center of Excellence in Helsinki, which Icelandic experts have recently joined.

The Nordic Council puts great emphasis on co-operation in matters of the Artic. Security in the Artic Regions was traditionally in matters concerning Rescue operations and Civil Protection but recently when things are getting a little more heated internaionally, we seek to ease tension. With global warming, the artic ice is retreating, which means new challanges when states and large businesses want to seek resourses that have been inaccessable until now.

The most absurd example of this new interest was when former President Trump expressed interest in Buying Greenland! A ridiculus idea but it reminds us that we share great responsibility in matters of the Artic and must tread with caution !

We need strong political leadership and a clear remit for co-operation within NATO, the EU and in the Nordic Council. We need to increase mutual understanding and seek to remove hindrances. But most of all we need to seek peace and peaceful solutions between nations and prevent further conflict worldwide.

But just to finish I want to briefly go back to Keflavik NATO base. The Icelandic nation does not have any military force but we have supplied  areas for an airfield and military operations for NATO. Since the American military left in 2006 a seccurity agreement was signed and an aggreement of aerial seccurity provided. The Security area on the Airbase is limited and of limits to all but the military forces and talks have been held about the possibility of a more mobile military base, even a carrier, which would make it possible to provide the necessery capabilities at a short notice.

I understand perfectly the demands made on Icelandic Authorities to provide access to land for military purposes , that is a part of beeing a NATO nation. But I would like to emphasize that any such activity which would demand a longterm presence of military forces, should be decided in close co-operation with local authorities and Althingi and careful demands that the environment and health of the people would take first place.

I have tried to draw a picture of the effects the Military force had on the local communities and the legacy it left after it departed. What ever we need to do to provide a secure social environment in good co-operations with our neighbouring countries, we must not forget that the threat to our societies are not only of military nature but many other threats also.

Recent volcanic activity on the Reykjanes peninsula which caused the eruption in Fagradal mountain range gives a clear indication that this old volcanic site is awakening. This causes great uncertainty for all inhabitants on the whole peninsula and no one knows what this will mean for the airfield in Keflavik or the military facilities there. We must prepare for considerable damage to all infrastructure, either by ash or lavaflow within the next few decades or even century. What can be done if our geothermal powerplant, our watersupply and roads are destroyed by  volcanic activity or earthquakes? We have to prepare for the worst scenario but hope for the best. These natural forces can not be controlled.

The area around Keflavik airport and the large ship harbour in Helguvik make this place an ideal spot for a military base in times of conflict, but mother nature could also put a spike in that wheel and prevent plans for further developement, that is if NATO is preparing for that.

I would very much prefer not to have a milutary base in my backyard, it is not an attractive notion for anyone, and I hope it never comes to that.
